]]>You could say that it is a cut as apparently Biden had proposed a much higher raising (39.6%) of the Capital Gains tax in his 2005 budget. But according to Forbes magazine she is proposing to raise the tax from 20% to 28% for Americans earning more than $1million, but tax certain unrealized capital gains.

We’ll have to wait and see whether it comes to fruition though.
